Every citizen will be guaranteed certain resources that applies to them whether they need it or not. Taxes will be used to pay for these programs, and since every citizen is guaranteed to receive these resources, there will be a less of a need for social welfare programs. The difference between guaranteed resources, and social welfare is social welfare requires resource limits, and intended for low-income. Low income is 150% of poverty.
Guaranteed Basic Income (GBI) is provided to every citizen no matter their occupation, or assets. This might be thought of as socialism, but think of this. How many people lost their jobs due to automation. There was a time I went to a McDonald’s to buy something. Instead of a cashier taking my order, I had to go to a kiosk, order what I wanted, paid for it with a credit/debit card, and received a number on my receipt. I then waited for my number to be called, and collected the order. That means NO cashiers were employed, and instead lost their jobs to machines. Eventually, AI will replace accountants, financial advisors, and can even possibly replace actors in the future. GBI will grant everyone at most 85% of poverty. Incarcerated inmates, and children will receive less, but the idea is to provide a hand up, and not a hand out. This will allow people to go to school, and get a degree. Someone can work fewer hours, and do spend time with their family – therefore being a good parent. One could use the money to save up for a business venture. All of these will help the citizen get the resource to make their dreams come true. And for those that can’t work, GBI will be a step forward in allowing them to live with some dignity. They will still receive social welfare programs such as housing assistance, or SNAP – but they don’t have to rely on the charity of others to get by. Only citizens can receive GBI. A foreign resident can not receive GBI, and are expected to earn at least a minimum wage for living within the country.
The second guaranteed resource is healthcare. There is no health insurance companies, and instead – all citizens will have access to a single payer healthcare system. The government owns all of the hospitals, and a prominent pharmacy chain. With their power, they can keep cost of insurance reasonable while still providing a good set of coverage, and allow the citizen to have all of their medical needs tended to. Non-citizens won’t receive free healthcare, but can buy into it. They will pay a monthly fee for their healthcare inclusion. When they pay into the system, they will receive the same level of healthcare as any citizen.
What would constitute as a citizen. When the nation is first formed, any citizen of the previous country will automatically be a citizen of Kaldus. Citizenship by birthright must have at least one Kaldan citizen as the parent. Sarogate mothers do not count as the child is not legally her’s. A person can become a citizen, but must pass various tests, and be fluent in English.
